Verdict: Not true.

The ODNI report the column covers, released 23 June 2023, says "All agencies continue to assess that both a natural and laboratory-associated origin remain plausible hypotheses" and that it "does not address the merits" of either. The Energy Department and the FBI judged a lab incident the most likely cause. The report came out three days before the post.
